Dispur, May 26: Prime Minister Narendra Modi addressed the nation from Guwahati to mark the celebration of third anniversary of NDA Government in centre and first anniversary of the state Government in Assam in a huge rally held at Veterinary College Playground, Khanapara in the city today.

Lauding people's participation in the functioning of the Government and effective implementing of Government projects received during last three years of the NDA Government, PM Modi conveyed his gratitude to the people of the country for their overwhelming support to the Government and vowed to remain their "Pradhan Sevak".

"Participating in the electoral process and electing a Government is a democratic process but to continue active role in the functioning of the Government is first of its kind in the nation", the Prime Minister said adding that the celebration of the anniversary of the union Government from Guwahati is an indication of the Government's intention and it's concern for equal development of all states of the country.

He further said that dedication of the bridge connecting Dhola with Sadiaghat and laying of foundation stone of Indian Agricultural Research Institute at Gogamukh in Dhemaji district and AIIMS at Changsari in Guwahati on a single day indicates Govt's intent to make equal development a reality in the country.

Recounting many difficult and landmark decisions taken by the union Government during last three years, Modi said that many people including the opposition parties vehemently criticized the Government's moves but people's resilience vindicated the Government's stand that all wanted good governance and a society free from corruption.

"When I called for swacchata in everyday life after assuming office, there were voices who criticized the step. But people's cooperation from all quarters of the country made it a national movement", Modi said adding that around 4 crore toilets were constructed by the NDA Government in the country during last three years.

The Prime Minister also recalled his appeal for waiving LPG subsidy by the affluent class and the demonetization drive to flush out black money and thanked the people for their support in successfully implementing the same. "There is a new hope amongst the people. With change in guard, there is a change in the environment", Modi said adding that under the NDA Government, honesty gets priority. "There was a time when people talked about kaladhan, but now everybody talks about Jan-dhan and Digi-dhan", the Prime Minister quipped.

"When people decide and Government is pro-people, good things happen. We have faith in the people of the country and we have vindicated our stand by making self-attestation as a valid document for all sorts of Govt. work", Modi said. The Prime Minister also expressed the view that upgradation of the OBC Commission to a constitutional body and raising the income level for allotment of OBC creamy layer certificate would immensely benefit huge number of other backward class students in the academic field.

The Prime Minister further highlighted many other innovative steps taken up by the NDA Government such as vesting authority with the post offices to carry out banking transactions, expanding optic fibre network in the country, introduction of generic medicine, installation of solar pumps at irrigation projects for reducing farmer's expenditure, direct benefit scheme etc. for the welfare of the weaker section of the society.

Beginning his speech in Assamese, the Prime Minister also recalled the names of Siu-Ka-Pha, Lachit Borphukan, Bir Chilarai, Sati Joymati, Sati Sadhani and Sati Radhika.

Chief Minister Sarbananda Sonowal while speaking on the occasion reiterated Assam Government's commitment for ensuring development, safety and security of all people of the state and to strengthen harmony and brotherhood amongst all communities by following the ideals of PM Modi's "Sabka Saath, Sabka Vikas".

Sonowal said that since independence, the state always had to resort to agitation to get any developmental projects in the state. But under the NDA Government, things have changed and projects are pouring in spontaneously under the visionary leadership of Prime Minister Narendra Modi.

Underlining different steps taken for rooting out corruption, the Chief Minister said that the Government aims to establish good governance and urged all Government employees to work with integrity for public good. The Chief Minister also mentioned about the industrial breakthrough made in the state during last one year and thanked people for their support in maintaining peaceful environment for unleashing innovative measures for creating a better Assam.

Sonowal also spoke about the steps taken up by the Government for management of flood & erosion, border fencing, ST status to six communities etc. The Chief Minister also urged the people to keep a close watch on the functioning of the Government and affirmed that the opportunity received from the NDA Government for development of the state would be fully utilized.

State Minister Dr. Hemanta Biswa Sarma and Assam Pradesh BJP President Ranjit Kumar Dass also spoke on the occasion.

Chief Ministers of Arunachal Pradesh and Manipur Prema Khandu and N. Biren Singh, Union Minister of State (i/c) Dr. Jitendra Singh, Union Ministers of State Faggan Singh Kulaste and Anupriya Patel, BTC Chief Hagrama Mohilary, several state cabinet ministers were present amongst others in the programme.

Prior to the anniversary celebration programme, Prime Minister Narendra Modi also laid the foundation stone of All India Institute of Medical Sciences (AIIMS) in a programme held at Sarusajai Stadium. This premier medical institute, which is to be constructed at Chansari in Kamrup district involves a cost of Rs. 1123 crore and will have 750 beds capacity with super speciality departments.
